Automatically calculate bill rates using fixed markup percentages applied to resource pay rates

A fixed markup is a predefined percentage used to determine the relationship between the rate paid to a resource and the rate billed to a client. Fixed markups allow the system to calculate bill rates automatically rather than requiring them to be entered manually.

Fixed markups are configured within a rate card and are commonly used when the same markup percentage should be applied consistently across similar positions or supplier relationships. By defining the markup once, you can help standardize billing calculations and reduce manual rate maintenance.

This article focuses on the additional steps required to use markup percentages. If you're unfamiliar with rate card configuration, review Add a rate card before completing this task.

Why it matters

  • Supports consistent bill rate calculations.
  • Reduces manual rate maintenance.
  • Helps standardize markup application across rate structures.
  • Promotes consistency in supplier and client billing relationships.

Who it's for

  • Program Office users
  • System Admins

How it helps

  • Configure fixed markup percentages.
  • Automate bill rate calculations.
  • Maintain consistent relationships between pay rates and bill rates.

How it works

When a fixed markup is used, the system calculates the bill rate based on the configured markup percentage rather than requiring a manually entered bill rate.

The markup configuration is established using the Override Type, Override Value, Min Rate, and Rate fields.

Important behavior

  • Create a separate rate entry for each earning code associated with the rate card.
  • Create the Regular Time rate entry before any additional earning codes.
  • Fixed markups use Override Type = Percentage.
  • Min Rate represents the pay rate to the resource.
  • Rate represents the bill rate charged to the client.

Additional considerations

  • Use fixed markups only when billing rates should be derived from pay rates.
  • Review existing markup standards before creating new markup configurations.
  • Validate the resulting rate calculations before making the rate card available for use.

Availability and setup

  • Access to Admin > Procurement is required.
  • The associated Industry, Job Class, Rate Card Class, and Rate Card must already exist.

Before you begin

  • Determine the markup percentage you want to apply.
  • Identify the applicable rate card.
  • Confirm the pay rate and bill rate relationship required by your organization.

Designate fixed markups

Information in this article reflects a standard Enterprise configuration. Your Enterprise platform is based on your organization’s configuration. Settings and/or data visibility rules may vary slightly from what is described.

  1. Select Admin > Procurement.

  2. Expand the Procurement Geography folder.

  3. Expand the appropriate geographic location.

  4. Expand the appropriate Industry.

  5. Select Rate Cards.

  6. Select Add New. The Add Rate Card page displays.

  7. Complete the required rate card fields:

    • Procurement Type
    • Job Class
    • Rate Card Class
    • Category 1
    • Category 2
    • Effective Date
    • Currency
    • Overtime Rule
  8. Select the appropriate Supplier.

  9. Complete the remaining rate card fields.

  10. Create a Regular Time rate entry.

  11. Create an Overtime rate entry.

  12. Select Percentage for Override Type ⚠️

What this does: Configures the earning code to use a percentage-based calculation.

Why this matters: Percentage is required when using a fixed markup.

In simple terms: You're telling the system to calculate the rate using a markup percentage instead of a manually entered value.

  13. Enter the markup percentage in Override Value ⚠️

What this does: Defines the percentage used to calculate the rate.

Why this matters: The markup percentage determines the billing relationship for the earning code.

In simple terms: You're defining the markup applied to the resource pay rate.

  14. Review the Min Rate, Rate, and Weekend Rate fields.

What this does: Displays the calculated billing values.

Why this matters: These fields become unavailable for manual editing after Percentage is selected as the Override Type.

In simple terms: The system performs the calculation based on the percentage you entered.

  15. Select Rate Type.

  16. Select OK to save and exit.

    OR

Select Save and Add New to create multiple entries during the same session.

Result

The rate entry uses a fixed markup percentage to calculate the bill rate from the pay rate.

What's next

After configuring fixed markups, you can:

  • Configure additional earning code variations.
  • Create additional supplier-specific rate cards.
  • Create or update request templates that use the associated rate card.
  • Validate rate calculations before making the rate card available for use.
